- 9 November 2004: An Expert Group of academics starts its
work on contributing to the Strategic Research Agenda.
- 1 November 2004: Publication of the Kok report pointing
to the key role of a strong ICT sector in Europe as an enabling factor for
economic growth and success in other sectors of science and technology.
- 6 July 2004: Service Providers and Industry set up a Steering
Board to prepare the launching of the Technology Platform. The work addressed
the articulation of specific plans and the progressive involvement of other
interested sector actors.

Publication of Revision 1 of the Strategic
Research Agenda
- June 2004: A Commission Communication on Mobile Broadband
Services was adopted, in which the Commission reaffirms the view that the
complexity and magnitude of the technological challenges ahead requires a
major cooperative R&D effort involving a critical mass of resources, strengthening
excellence, exercising a catalytic effect on national initiatives and improving
the coordination of the activities of the Member States in the sector. An
increased effort at EU level will have a powerful and specific leverage effect
on private investment in research and respond to the competitive challenges
presented by similar large-scale R&D initiatives in other regions of the
world.
- 9 June 2004: Final Report delivered by the High-Level Group
to Commissioner Liikanen.
- February-June 2004: the High-Level Group developed initial
proposals for a large-scale research programme.
- February 2004: The Communication "Connecting Europe at
High Speed", COM (2004) 61 final, addressed the state of the mobile communications
sector including broadband and 3G deployment in Europe. It referred to the
recommendations from the Platform.
- January 2004: Report delivered by the High-Level Group
to the Commission, setting out the vision for a sustainable development of
the sector and the main regulatory issues to be addressed in order to achieve
that vision.
- October 2003: The Communication "Initiative for Growth",
COM (2003) 690 final, sets out a number of "Quick start" projects, including
the Mobile Communication & Technologies Platform with a continued focus
on research activities in the sector.
- October 2003: Establishment of a High-Level Group on Mobile
Communications, which set the parameters for developing a vision for a sustainable
development of the mobile communications sector in Europe and beyond.
